Development potential of the European territory (at the level of country, region or local unit) in the context of the cohesion and competitiveness is frequently discussed in the European Union (EU.) The EU's internal diversity and inequalities are reflected in the quality of living standard, different pace of development of the European territory and also spatial organization of economic and social activities. In this context it is necessary to analyse the possibilities and seek new directions of development that can contribute to increasing the dynamism and development potential of economies. There is no uniform theoretical or quantitative approach to measuring the development and development potential of European territory. The main aim of the paper is to analyse the usability of spatial data analysis as theoretical and quantitative approach to regional development (potential) evaluation in the European Union. Based on the conducted literature review, spatial analysis and particularly method of autocorrelation can be considered as the suitable tool in regional development evaluation that helps to understand the spatial processes in the EU area. Spatial autocorrelation can be used as a tool for evaluation of the state, changes and development of the spatial structure
