A comparison of technical efficiency between Spanish and Czech schools based on a stochastic meta-frontier production function

  • Original language description

The publication of the results of the last edition of the Programme for International Student Assessment report (PISA) in 2015 has underlined a great equality between the values obtained by Spain and the Czech Republic. However, while Spain slightly worsened in Science and improved in Mathematics and Reading, the Czech Republic, with traditionally better result, fell in all areas, balancing the results of both countries. The aim of the present paper is to examine the observed differences in students' test performance across Spain and Czech Republic schools. For this purpose, we consider that education is a multi-input production process subject to inefficient behaviour, which can be identified at school level using a parametric stochastic distance function approach. We use a two-step method. First, two stochastic frontier production functions are approached to estimate technical efficiency (TE) scores for schools in each country and second, a stochastic meta-frontier production function is approached to calculate comparable TE measures in order to estimate the gap between countries and the contributing factors.
