Original language description
Carbon pricing is widely recognized as a key factor in fighting climate change. In particular, in the two last decades many jurisdictions have adopted Emission Trading Systems (ETS) astheir preferred carbon pricing instrument. Among them, the most notable example is certainly the European one (EU ETS), but other ETSs have been rapidly growing elsewhere, includingCalifornia, Quebec, New Zealand, China, Switzerland and so on. As of today, there are 21 ETSs operating in the world, covering about 15 per cent of global emissions, and 24 othersystems are already planned or under consideration (cf. World Bank, 2019; International Carbon Action Partnership, 2020). Emission trading is often considered as a cost-effectivepolicy instrument. However, as any other unilateral policy, it may provoke carbon leakage, namely, it may induce firms subject to ETS to shift their production to other geographical areasthat have no or laxer environmental regulations.
