International relations are currently very unstable due to its nature of entropy, volatility. Weakened the US (United States) role, particularly as a result of a failed mission in Iraq and the consequences of the economic crisis of recent years, stronger on the other hand is China (BRICS) and some other Asian countries, also Russia (Eurasian Union) is very ambitious. This is not promising neither for international relations nor EU (European Union), that it has a number of internal problems at a time when international environment is extremely unstable. The principal system contradiction within the EU is imbalance between the level of economic integration and political integration as a consequence of unwillingness of Member States. Several another systematic contradictions inside EU, appeared as a result of this crucial imbalance, causes threats, which weakens its position in international relations: necessity to strengthen position of EU in changing international relations and still fragmented foreign policy without real leaders, necessity of strengthen EU and weakening of EU as a result of real attempt to exit of United Kingdom, economic and politic necessity to have common space and threat to the Schengen area because of unprotected common border and also weakening of EU and attempts to potential division between old and new member states. Due to the changes in international relations which be fully felt in the last decade, and fragmented EU foreign policy act countries of the Visegrad Declaration more coordinated and active in international relations. Aforementioned systematic contradictions of EU have its responses within the V4 (Visegrad Group).
