In this paper, the stability of a two-area realistic thermal hydro (TARTH) system under the step load perturbations of 10% in area-1 is analyzed. Donkey and smuggler optimization technique (DST) tuned three degrees of freedom PID (3DOFPID) is considered a regulator whose performance superiority is validated with other controllers. Moreover, the TARTH is believed with the realistic nonlinearity behavior of communication time delays (CTDs) for obtaining the research analysis near to practical nature. However, the CTD's effect on TARTH dynamic performance is shown clearly. Further, penetration of the plug-in electric vehicles (PEVs) in area-1 with the TARTH is entertained, and analyzed the dynamical behavior. Simulation results showcase the improvement in TARTH behavior with PEV penetration.
