The main question dealt within the text is this: What are the main causes of social violence and how can they be tackled on the lowest level of rule, close to citizens? The population of the Central American region is highly concerned with citizen security which poses a significant obstacle to sustaining the development of their countries. The article analyses the model of citizen security, its mechanisms and impact on the security situation in the region of Central America. The Nicaraguan model appliedand evaluated in the city of León, one of the most secure places in Central America, is described and analyzed in detail. The author argues that the structure could be introduced and transferred to other countries in the region troubled with violence and elevated crime rates.
