Rebiya Kadeer, whom the Chinese authorities once hailed as a successful Uygur businesswoman and philanthropist, is now an overt exiled critic of Chinese policies in Xinjiang and leads the World Uygur Congress, an umbrella organization for the global Uygur movement to promote the rights of Uygurs in China. Although she is often described by Western media as a human rights champion, the Chinese government depicts her as a separatist and believes that she orchestrated the July 2009 riots in Xinjiang from abroad-an accusation she has continually denied.
