The author explores the concept of the Czech municipality from the viewpoint of theoretical, territorial, personal, economic and mainly legal basis. Atttention is paid to constitutionally-administrative basis of locaí governments in CR, and the analysisof the Europena Charter of local governments as one of the most important international documents as concerns local government.

Ve svém příspěvku autorka rozebírá koncept české obce, a to z pohledu teritoriálního, personálního, ekonomického a především právního základu. Zaměřila se na ústavní a ústavně - správní základy obecního zřízení a analyzovala rovněž Evropskou chartu místní samosprávy jako jeden z nejvýznamnějších mezinárodních dokumentů pro oblast mezinárodních dokumentů pro oblast místní samosprávy.
