The Council of the European Union is the most important legislative body of the Union that decides upon approvals to legislation accordingly to the rule envisaged by the establishing treaties. Whereas most acts are approved by consensus, this article explores rare cases where a member state expresses its disagreeement with the final version. The author analyses the ways to express the disagreement, its frequency and reasoning.
