Original language description
The paper intends to provide the legal and political context and examples of the Czech Republic´s performance in the EU environmental policy in order to find out whether after 12 years in the EU the Czech Republic has become a “leader” and “norm-producer” who overcame the pre-accession conditionality or a “laggard” and a bare “norm-receiver” whose motivation for implementing the EU environmental law remains external. The paper concludes that in the Czech Republic the pre-accession conditionality demanding the fast-tracked implementation of the EU environmental law gradually transformed into a new post-accession conditionality where the availability of the EU funds plays the crucial role of the main leverage to force the Member State to comply with the EU law.
