Original language description
The partnership between the EU and NATO is crucial for the security of Europe. In many respects, this premise is valid also for the area of cybersecurity and cyber defense. Despite both actors developing their own policies, their primary focus varies, and mutual cooperation is providing valuable benefits. The main aim of this chapter is to explore the different natures of cybersecurity and cyber defense policy of the EU and NATO and highlight the most important aspects of cooperation. The contribution goes beyond a basic overview of existing instruments by showing the complexity of tools associated with cybersecurity and cyber defense, including a different understanding of the issue by both actors. While in the EU cybersecurity is built mainly around the civilian domain of the single market, NATO from the early beginning associated cybersecurity with the military domain and hard power. Due to the different focus of both actors, their cooperation is more than necessary, especially in the context of increasingly blurring lines between the civilian and military domain and the hybrid threats.
