    This chapter analyzes judicial review of general measures (opatření obecné povahy) in Czech administrative law, a hybrid form of administrative action combining features of normative acts and individual decisions. It outlines the legal framework for proceedings seeking annulment of general measures under the Administrative Courts Procedure Code and focuses on the five-step review algorithm developed by the Supreme Administrative Court. The chapter critically examines the application of this algorithm, particularly the restrictive approach to procedural defects and proportionality review. It argues that current case law departs from the statutory grounds for annulment set out in Section 101d(2) of the Code and tends to favor administrative authorities over applicants. Special attention is paid to recent judgments declaring the algorithm optional, which may undermine legal certainty and predictability. The chapter concludes that proportionality should be treated as an inherent element of legality and calls for either abandoning the existing algorithm or replacing it with a model more consistent with statutory and constitutional principles.
