This analysis aims to identify potential mutual inspirations for improving both Czech and Ukrainian legal frameworks and practices. The existence and effective operation of independent Ombudsmen, capable of safeguarding the rights and freedoms of those interacting with public administration, are key criteria for fulfilling public administration's purpose as a service to the public. This also signifies a responsibly functioning public administration, which is an essential condition for Ukraine's accession to the European Union.
