The concluding chapter brings together the findings presented throughout the book on the influence of external actors – primarily the European Union (EU) and Russia – on democratic developments in Turkey and Ukraine. It examines how power relations and strategic interests shape external regime promotion. The authors argue that the EU’s authority-based governance approach and Russia’s coercion-based strategies have resulted in complex outcomes in both countries, depending on the domestic context and alignment of local actors with external powers. The chapter concludes that the future stability and security of the Black Sea region depend on the EU’s ability to act decisively and promote democratic resilience, while counteracting Russian authoritarian influence.
