The chapter focuses only on the so-called authorized entities” of financial law relationships – simply put, authorities that represent the state in financial matters. The key point is that in such a position of public authority they stand in a specific relation to the exercise of public administration (see below). In connection with this, several questions must be answered. The first is: – What is the relationship of the financial arbitrator’s activity to publicadministration, and what is the relationship of administrative justice to it? Th is is followed by a second question:– Do the financial arbitrator administrative justice in the Czech Republic, through their activities, contribute to the openness of public administration?
