The Ombudsman as a welfare institution
Original language description
The Ombudsman is a caring and protective institution between the legislative, executive, and judicial branches as a sui generis body. Its neutrality and lack of decision-making authority enable it to help protect the rights of individuals. Following an amendment effective from July 1, 2025, it is de jure a human rights institution in the Czech Republic, but it was already de facto one in the past due to its expanding agenda. Therefore, the Czech ombudsman is a welfare institution, bringing well-being and caring for the principles of good governance. However, it is not a social policy institution, as it is politically neutral and independent.
