Conflict on the Eastern Frontier: The Russia-Ukraine Crisis and the Evolving Landscape of Migration and Refugees in EU Countries
Original language description
Russia’s invasion of Ukraine in 2022 was a neocolonial attempt to dominate the region (Oksamytna, Contemp Secur Policy 44(4):497–512, 2023) that significantly changed migration in Europe. Unlike the 2015–2016 refugee crisis, the number of incoming Ukrainian refugees reached unprecedented levels, with over six million registered by September 2024 (UNHCR, Ukraine refugee situation. https://data.unhcr.org/en/situations/ukraine, 2024). While some of them have returned to Ukraine, Eurostat (Temporary protection for persons fleeing Ukraine – monthly statistics. https://ec.europa.eu/eurostat/statistics-explained/index.php?title=Temporary_protection_for_persons_fleeing_Ukraine_-_monthly_statistics, 2024) reports more than four million people with temporary protection in the EU, which has dramatically changed the migration landscape in Europe. The refugees mainly settled in countries close to Ukraine that have established migrant networks, such as Poland, the Czech Republic, and Germany. In July 2024, Germany hosted 1.1 million Ukrainian refugees, Poland 976,205, and the Czech Republic 369,610—the latter had the highest proportion of persons with temporary protection per capita (Eurostat, Temporary protection for persons fleeing Ukraine – monthly statistics. https://ec.europa.eu/eurostat/statistics-explained/index.php?title=Temporary_protection_for_persons_fleeing_Ukraine_-_monthly_statistics, 2024). European solidarity, including the activation of the Temporary Protection Directive, provided refugees with immediate support and access to the labor market, facilitating their adaptation and integration. This chapter examines the geopolitical impact of Ukrainian displacement, focusing on temporary protection and refugee management. It also sheds light on internal displacement within Ukraine as one of the most important consequences of the conflict. Document analyses and interviews are used to examine the evolving dynamics of forced migration and its lasting impact on refugee host countries and regional migration flows.
