The Road to EMU Enlargement: Some Risks and Caveats for the Accessing Countries

Original language description

Enlargement of European Union is connected with commitment of reaching the appropriate level of convergence for the assessing countries. Such a level of convergence would be a sufficient precondition for successful Euro adoption. The aim of the article is to identify and characterise the costs and potential risks related to common currency adoption in the accessing countries. The description of the factors determining risks occurrence and impact on economy is included within the text too. The results ofthe analysis supports the initial hypothesis of a problematic role of the Maastricht criteria in terms of evaluating the accessing country's ability to adopt a common currency. Fulfilment of the Maastricht criteria doesn't give evidence that the accessing country is able to adjust or prevent from the risks of Euro adoption. Therefore the set of Maastricht criteria is not sufficient and it shouldn't be used as a major indicator of readiness to adopt Euro.

Czech description

Cílem příspěvku je identifikace a bližší charakteristika nákladů a potenciálních rizik spojených s přijetím jednotné měny v kandidátských zemích EU. Součástí příspěvku je také vymezení faktorů determinujících výskyt a dopad jednotlivých rizikových faktorů na ekonomiky přistupujících zemí. Výsledky analýzy podporují úvodní hypotézu problematického postavení maastrichtských kriterií v procesu posuzování připravenosti země přijmout jednotnou měnu. Ze závěrů vyplývá, že plnění maastrichtských kriterií nevypovídá o schopnosti kandidátské země přizpůsobit se či předcházet rizikům jednotné měny. Maastrichtská kriteria by tedy neměla být hlavním a klíčovým indikátorem v procesu posuzování připravenosti země přijmout euro.
