This paper addresses the issue of matching development policy with public preferences and sustainability requirements. The focus is on the use of economic evaluation and Cost Benefit Analysis for policy-making. The main goal is to demonstrate how moral claims of justice in the distribution of environmental goods and burdens can be captured in Cost Benefit Analysis and enter policy-making process. In first part of the paper is reviewed methodological framework of preference-based valuation of environmental impact and are highlighted main ethical factors, which may have an important bearing on design and interpretation of results of valuation studies. This is followed by analysis of existing valuation studies of environmental goods in Czech Republic andby assessment of policy relevance of obtained information. In conclusion are discussed proposals where appropriate policy decision-making should be directed in future and what aspects should be considered.
