In this chapter, I explore the resurgence of market-oriented reform thought in socialist Czechoslovakia. The example of the Forecasting Institute of the CSAS shows how the historic turning point of the Velvet Revolution was embedded in long-term processes of intellectual change. Scientific forecasting in the 1980s allowed its expert community to develop ideas on economic reform. I argue that at the centre of these late-socialist reform plans was already a transition towards a market economy. Texts devised at the Institute demonstrate how ideational elements of economic liberalism were present even before the fall of the Communist regime. The chapter delves into the dynamics at the Institute after 1989, analysing the differences of the neo-developmentalist and neoliberal groups and examining the neoliberal influence in the reform plans of the late-socialist era. In post-socialism, I argue, the Institute again became a centre of alternative economic ideas and critique of economic policy.
