In het proces van transformatie van het Tsjechische politieke en bestuurlijke systeem na 1989 waren de decentralisatie van de publieke sector en de invoering van teritoriaal zelfbestuur van essenteel belang. In dit hervormingsproces kunnen twee fasen worden onderscheiden. In tegenstelling tot de eerste fase, die relatief gemakkelijk werd geimplementeerd en bemoedigende resultaaten opleverde, stuitte de tweede fase, die deels nog gaande is, op verzet. In dit artikel staan de hervormingen van het reginaalbestuur centraal.
