The aim of the text is to study interaction of the regional, national and European influences in the pre-accession Czech Republic in thesphere of public administration and regional policy. Special attention was paid to the role of the Committee of the Regions, which represented the the EU institution most closely connected with the topic of the research. Research shows the rising importance of the regional institutions in the Czech Republic and its long-term impact.

Cílem práce je studovat interakci regionálních, národních a evropských vlivů na vývoj v České republice v předvstupním období ve sféře veřejné správy a regionální politiky. Zvláštní pozornost je věnována roli Výboru regionů, který representuje instituciEU nejbližší svým zaměřením tématu výzkumu. Výzkum dokládá rostoucí význam regionálních institucí v České republice a jejich dlouhodobý vliv na vývoj v zemi.
