The chapter analyses the reforms of sub-national governments in theCzech Republic after 1989. It concentrates on the role of political parties in the building the various layers of sub-national governments and their role in designing the electoral laws for the both local and regional elections. Electoral engineering of the parties are analyzed and discussed.

Zaměřuje se především na roli politických stran v tomto procesu a jejich roli ve vytváření volebních pravidel určujících pravidla hry na lokální a regionální úrovní. Jsou analyzovány a diskutovány manipulace s volebními zákony.
