    Abs: The demand on the target side of the translation process has often been interpreted as the decisive translation force: it is the target system and its agents to decide what should be translated. While exploring the trends of translation support in smaller European countries throughout the 20th century, this paper argues for a more balanced approach taking into account supply-driven translation as a widely accepted practice of cultural diplomacy and book industry, compensating for the lack of demand on the target side while integrating source system policy-driven agenda and market logic. It discusses the typology of supply-driven translation, the gradual paradigm-shift of the past century as well as the implications for translators as agents.
