Governing religious diversity in Europe

This chapter starts by introducing the socio-political context that frames the challenges of governing religious diversity in Europe, in both the EU as such but also in relation to its neighbouring predominantly Muslim countries. We then discuss the relationship between religion and nationalism, as nationalist overtones resurfacing in the second half of the 2010s often present religious (and more specifically anti-Muslim) connotations. Following from these considerations and based on work done in a EU-funded project on religious diversity governance, we analyse and compare state–religion relations and the governance of religious diversity in 15 European countries. We classify the countries along four main dimensions – democracy vs authoritarianism, secularism vs theocracy, religious nationalism vs religious universalism, majority privilege vs pluralism – and thus seek to construct a composite matrix of governance of state–religion relations. Our analysis does not propose a one-size-fits-all model for governing state–religion relations but aims rather to shed light, from a comparative perspective, on how religion and religious diversity is governed in Europe today.
