Muon spin relaxation, confirming ferromagnetic response below 14 K but at the same time observing a static Lorentzian local field distribution as an indication of a dilute random distribution of the static local moments, has been measured. A simple "yttrium-induced moment" model is not consistent and so the mechanism generating the local moments is not clear
