For nonequilibrium stochastic systems with possible population inversion we give optimal bounds on the relative occupations in terms of released heat and a precise version of the Landauer?s blowtorch theorem is formulated. By applying a Freidlin-Wentzeltype analysis we propose a general scheme for determination of dominant low-temperature states.
