Original language description

The contribution is based on results of a national research project supported from the Council of Europe and on the developed methodology for safeguarding planning for small historic cities. It presents the policy and planning framework, including a special documentation system suitable for small historic settlements and legislation conditions and constraints, then an integrated urban planning approach combining land use plans with cultural heritage safeguarding and enhancement plans. The methodology isdescribed in a great detail broken into two steps: a general plan of cultural heritage sustainability of a historic city and a safeguarding plan. In the next part, the article focuses on management of historic cities, taking into account conservation policy, the role of local authorities and the role of historic centres in a city. In the conclusion, conditions of historic environment sustainability are discussed

Czech description

Příspěvek je založen na výsledcích národního výzkumu podporovaného Radou Evropy a prezentuje vyvinutou metodiku plánování ochrany malých historických měst. Shrnuje podmínky plánování a tvorby politik, včetně potřebného dokumentačního systému pro malá sídla a legislativních omezení. Následuje představení integrovaného přístupu k územnímu plánování, který kombinuje tradiční územní plan s plány ochrany kulturního a přírodního dědictví. Další část je věnována řízení historických měst s diskusí lokální politiky památkové péče, role místních zastupitelstev a role historických center. V závěru jsou krátce uvedeny podmínky udržitelnosti kvalit historického prostředí
