    Demand for the non-renewable resources is in many cases can be expressed through energy consumption. The EU spring summit 2007 has adopted the target of a 20% share of renewable energies in overall EU energy consumption by 2020 and 20% reduction of greenhouse-gas emissions by 2020. The goal was affirmed in October 2008. "20-20-20" promise can be also expressed in 20%-reduction of primary energy demand. In the article was made an attempt to find the way of estimation of the costs of the achievement of this goal in the sphere of construction.
