Protection of cultural and historical values is fixed by the law. In the heritage listed localities, the allowing process of urban plan or urban study is in hands of National Conservation Institute. Elsewhere it is up to the urban planner or the procurer how to approach to preserve value of the locality. The evaluating approach, based on principles of conservation urbanism by Kuča, for common historical centers of villages and towns was developed during the lessons of rural urban planning in Faculty of Civil Engineering, CTU in Prague. The approach is based on analysis of basic points in locality (public space, allotments, dominants, building stock, greenery, traffic). Synthesis of individual positive, negative and neutral values is the guide for processing of specific design of urban plan or urban study in solved locality. The approach of evaluation was tested on the one hand on many villages during the lessons, on the other hand on the true project of revitalization of Slaný historic center – although that is monument zone, there were the basic principles of evaluation approach checked in practice. The necessity of surveys and analysis for good design creation was confirmed. While generally not included in the final project the easy evaluation of positive, neutral and negative elements is one of the aids for urban planners during the creating design of historical core of village or town.
