In order for municipalities to work effectively on reducing emissions on their territories, it is necessary to identify the source of the emission, which is closely related to the energy consumption on their territory. An important presumption is the need to survey the energy demands of urban areas and to identify all key places of energy consumption within them. Let us call this document a Municipal Energy Consumption Inventory. The document presents a source base for the calculation of a Baseline Emission Inventory. How to elaborate these forms of documentation, what structure they should have and from where to derive information sources and data for the process are brought to the fore by this article.
