    Possibilities of utilization of land planning tools at the adaptation of settlements to the impacts of climate change

    The questions of adaption of settlements to the impacts of climate change are broadly discussed by the professional architectonic and urban community. The solutions aiming at the mitigation of impacts (e.g. in the field of architecture and objects arrangement, use of the green and blue infrastructure both on the buildings and also, for example, in the arrangement of the street space) are being proposed and modelled. It is really surprising that within these works and considerations, the basic planning tools of the settlements development, namely land planning tools, are rather neglected. The contribution is therefore aiming at the analysis of land planning tools from the standpoint of their usability at the planning of climatic sustainable town or town spaces, respectively. In this respect the land use plan of municipality/town is considered for the key one. On the basis of analysis of the main climatic impacts on the town space, such as, for example, the questions of water management – torrential rains or drought, the questions of extreme temperatures – particularly the problems of urban heat islands (UHI) origin. Besides, the individual land use plans, issued in the last years in the towns above 10 thousand inhabitants in the Czech Republic will be studied, as well as their attitude to the solution of questions connected with the impacts of the climate change on towns and the proposals of concrete solutions in order to find out the possibilities of utilization of the land planning tools at the development of a climatic sustainable town. The contribution is based on the research method of texts analysis including the analysis of the legal statements and the analysis of land planning data. The principal conclusion is a fact that the total conception of solution of the impacts of the climate change on towns is not contained in any of the general plans issued in the years 2017 and 2018 and at least some partial proposals are contained in the third of plans.
