3G Video Compression Method Using Both KLT and VQ

Vector Quantization (VQ) is a strong method for data compression when concerning textures and static images. The usage for example in scientific images (high bit resolution) or in video is still a good challenge. There are several advantageous characteristics like high compression ratio or fast decompression algorithms that apply for the usage in video. Probably the most easy idea of approach to the problematic can be done by using the VQ compression on the video stream formed by "I" frames. Some of theadvantages from the static pictures can be applied on the video-sequence. The VQ codebook is formed by specially designed set of subblocks of the particular frames of the sequence. This approach was researched in precedent experiments and found effective. We decided to extend the compression algorithms with Karhunen-Locve Transform (KLT) to achieve significantly even better results.
