The book chapter deals with frequency and power balance control which is the task closely connected with securing operation of electric power systems and power transmission and distribution in larger geographic areas. Challenges brought recently by openenergy markets as network operations are affected not only by technical means but also by different strategies of market players are introduced. The chapter treats power balancing as a feedback control problem and describes principles of on-line automatic frequency and power control including manual interventions of dispatchers of a Transmission System Operator (TSO). A novel method supporting the TSO in power reserves (Ancillary Services) planning meeting the requirements defined by the performance andcost criteria defined for secure operation of the network is the main contribution of the chapter.
