The paper assesses transaction costs of the energy efficiency programmes in the Czech Republic. It is argued that unless transaction costs are taken into evaluation when assessing the effectiveness of the programmes, the decisions made can be suboptimalfrom the system point of view. The Operational Programme Environment is taken as a case study. Transaction costs on the side of the applicant and the administration body are assessed. The conclusions are that the level of transaction costs is much higheron the side of the applicant and may reach up to 10 % of the value of investment, only including the preparation of the project, but disregarding most parts of the implementation and monitoring phases.
