District heating systems (DHS) have a long tradition in heat delivery in the Czech Republic (CR) and currently app. 38% of households is supplied with heat from DHS. DHS with cogeneration units also importantly contribute to power generation (app. 9.5% of gross power generation in 2012 in CR). Future development of DHS is influenced by several risk factors, e.g.: 1) availability and price of domestic coal and imported natural gas, 2) development of heat consumption (influence of energy savings programs,etc.), 3) state of DHS infrastructure and necessary investments, 4) regulatory framework (applied method of heat price regulation and applied method of cogeneration support, introduction of ecological taxes, impact of trade with emission allowances, etc.). The Paper aims at the analysis of risk factors influencing investors? decision making and focuses especially on the regulatory framework and the method of heat price regulation.
