Disasters are causes of disruption of security and sustainable development of the human system, therefore a preventive measures applied at safety management are aimed to them and to their characteristics. So that the management may be effective, it mustbe based on the assessment of cause size (i.e. disaster size) and on the assessment of size of disaster impacts that are predetermined at given site by the cause size and by the local site vulnerability to cause (i.e.disaster). The amount of cause size is called the hazard. The amount of impact size in a given site is called the risk. The risk depends partly on the hazard and partly on the vulnerability of protected affairs (interests, assets) at a given place (i.e. on the sensitivity of each protectedinterest at a given place to physical manifestations of disaster at a given palce) and it expresses the possibility of phenomena which can happen.
