The article is devoted to the creation and operation of communication web portal intended to provide on-line counseling through separate audio-video transmissions. This web portal will help to obtain the necessary information to persons with disabilities. Analyzed here is the need of the services offered, which is based in the study conducted research on their own and the external data obtained. The interest in this type of service and this kind of individual consultation using a simple web form has been successfully piloted, implemented during doctoral studies at CTU in Czech Republic.
