Based on the concept that the Europe and its parts are represented by model ?System of Systems? denoted as the human system, the in-depth study of disasters and disasters? management reveals the tasks for future security research. The formulation of tasks for research is based on philosophy that each responsible government should protect the inhabitants daily and especially at critical situations. The outputs show that the European citizens are very threatened by organisational accidents, the causes ofwhich are the human behaviour defects and mainly the human management defects on all levels of government.
