The work deals with critical facilities integral safety. On the basis of principles of strategic safety management in dynamically variable world it gives historical development of work with risks in engineering disciplines and present model of management and trade-off with risks used in critical facilities. It characterizes present process model of critical facility safety management, its processes and programme for critical facility safety upgrading in a context of integral safety directed to existence, security and development of humans.
