The work relies on the concept of integral safety. Integral safety is an instrument for ensuring the human security, covers more of engineering domains, such as reliability, functional safety, security of cyber-physical systems, technical and physical security, surveillance, work safety, safe place, human security, etc. It specifies the marginal spots of railway systems on the basis of the critical reviews of model drawn up on the basis of concept under account. By comparison with the real situation it reveals the critical spots, which are not codified by the existing legislation, and evaluates the criticality of this state.
