Technical facilities safety is fundamental issue for human society and its development. It is reality that it is broken by many known and newly cognized risks that are related to forever grooving complexity of technical facilities and whole world. Today, we know that at important technical facilities it is necessary to consider risks that are connected with interfaces among their subsystems and components. Therefore, on strategic level of technical facilities problems solutions it is necessary to use the system concept and integral risk that also considers the knowledge uncertainties. The safety based on copping with partial risks or integrated risk do not ensure sufficiently safe technical facility. With regard to world dynamic development it is necessary priority risks to monitor and to cope with them during time, and also to measure respective safety. At proposal of rate for safety level we use known experience that the better coping with relevant risks, the higher facility safety level is. Therefore, by help of logically arrangement of requirements of individual techniques used at work with risks in technical facilities, fragmented to 7 domains, and Maximum Utility Theory we set up checklist and value scale for determination of safety level. Paper also shows result of application of this checklist at 5 technical facilities that do not belong to Czech Republic critical entities and belong to SME. Overall assessment of safety performed on basis of real data shows medium safety level. From viewpoint of knowledge level, the biggest defect in practice is fact that it is not steadily considered sufficiently systemic nature of technical facilities and dynamics of development, and that it is missing systematic teamwork of experts from different domains that deal with partial aspects of technical facility from its formulation till to termination of its life cycle.
