    Construction of Wind Power Plants in the Czech Republic: How to Optimize the Approval Processes?

    This paper deals with the construction of wind power plants (WPPs) in the Czech Republic and focuses on the regulation of their construction. The regulation should ideally lead to the balancing the interests in protecting valuable landscape while ensuring real development potential of this technology. The paper analyses two basic institutes, which regulate the construction of WPPs in the Czech Republic. These are processes of Environmental Impact Assessment (EIA) and land-use planning processes at the municipal or regional level. It is found that roles of individual actors in approval processes are not clear. Construction of WPP is so conflicting activity that technical-rational methods of evaluation in EIA processes are not appropriate. Based on comparing regulation in neighboring Germany there are defined two basic strategies to ensure optimal regulation of wind power plants construction. The key decision should be in hand of regional authorities.
