As many cities face demographic decline and economic contraction, strategic urban planning can serve as a powerful tool for addressing the complex challenges of urban shrinkage. Urban strategies articulate long-term visions for cities - defining what should happen and why - while real estate development acts as a key mechanism through which these visions are translated into the built environment. However, the connection between strategic goals and actual development remains indirect and complex, especially in shrinking cities where demand is low and investment uncertain. Between strategic intent and built outcomes lies a fragmented landscape of planning instruments - spatial plans, thematic policies, guidelines, and regulatory frameworks - as well as a diverse constellation of actors who shape and are shaped by these tools. This paper presents an initial comparative analysis of selected planning instruments within different national contexts. The findings provide insights into how effectively these tools engage with real estate developers and how robust they are in terms of implementation. The results also offer useful input for the ongoing redesign of the Czech spatial planning system.
