At the beginning of the 21st century, terrorism became the most debated threat to the civilian population. The fact that this threat is not ephemeral but real has been proven in many terrorist acts that have been "successfully" committed around the world. The key event was the extremely large-scale attacks on September 11, 2001, against US targets. It was the scale of the attacks that meant a new perception of the terrorist threat.
