Performance Assessment of Road Tunnels Based on Risk Acceptance Criteria
Original language description
The risk assessment of road tunnels is discussed in conjunction with the acceptance criteria. The traditional approach to design of tunnels and their safety measures is based on prescriptive standards and recommendations. They have been developed over many years and represent accumulated knowledge and experience. In a prescriptive approach the tunnel is safe if it is designed in line with valid regulations, which means the tunnel and its safety devices fulfill the minimum requirements given in the standards. Risk analysis methods based on event tree approach and consequence analysis for road tunnels are critically reviewed considering common risk acceptance criteria. Finally examples from case studies are provided demonstrating the applicability and the benefits from the risk analysis approach. Risk based performance criteria are thereby defined. Recommendations are focused on performance based criteria in tunnel standards.
