The issue of funding health care and health services represents a significant issue of health and social policy of each state. Thus, funding health care has an essential impact on its qualitative and quantitive aspects, healthcare availability and implementation of the general legal principle – “lege artis”and fundamental constitutional right of citizens to free health care. The article focuses on basic ways and means of funding health care and health services which can pose a vital problem both in economically developed and developing countries. It affects not only public and private budgets, labour costs and total economic performance, but funding health care can strongly affect individual and public health. It mirrors our standard of living and has an impact on the quality of life of people including life expectancy. Applying comparative methods this contribution seeks a response to questions of vital importance, such as transparent and efficient funding health care in the Czech Republic. This issue is seen from the perspective of funding models such as capitation, fee-for-service and combined payments for health care and health services. Finally, these findings will allow to find and propose an appropriate way of funding health care in the context of the legislation framework focusing on the positive financial impact of the capitation model
