MANAGEMENT CONSULTING IN THE PUBLIC SECTOR OF AN EMERGING ECONOMY: A CASE OF GHANA’S LOCAL GOVERNMENT
Original language description
Despite the numerous studies on management consulting, the fact is that there is little literature and empirical research conducted in regards to the public sector (Local Government). Moreover, the few studies on management consulting have focused on developed nations with little or no attention on developing economies such as Ghana. In the light of this gap, this study sought to explore the views of the staff of selected local government institutions on management consulting in Ghana. The main objective of this study was to know the opinion of public sector workers on the importance, challenges, and impact of management consulting on the public sector. The study drew a sample of 165 through the survey method, and the data were analysed using descriptive statistics and one-way ANOVA. The study found that the public sector's three most common consulting services are organization/Operations management, Project management, and IT consulting. Another finding was that there was no significant between the types of management consulting service and the perception of the importance of management consulting. Further, a weak institutional environment, non-implementation of consultant's advice, and lack of finances were found to be the key challenges faced by the public sector in using management consulting services. The study has implications for management
