The article presents possible solutions to population protection from the perspective of municipalities with extended powers. He focuses on ways to provide sheltering by population from the consequences of weapons of mass destruction, or industrial accidents. Emphasis is placed on the use of improvised shelters and maximum involvement of civilians in the process of preparation and implementation of population protection in the municipality.
