Critical Infrastructures Resilience in the Context of a Physical Protection System
Original language description
Building the Smart City concept requires a high level of technical support, especially in the area of energy and ICT infrastructure. For this reason, these infrastructures must show a high level of resilience against the effects of current security threats. Currently, the most significant threats also include intentional threats of a physical nature, e.g. terrorist attacks. A very effective way to protect critical infrastructures against these threats is the implementation of a physical protection system. This system enables the integration of technical, organizational and regime (policy) measures preventing the effect of intentional physical threats. Based on these facts, the chapter presents the concept of assessing the critical infrastructures elements resilience by investigating its physical protection system. The essence of this concept is the definition of security factors of the physical protection system and the procedure for their use in assessing the critical infrastructures elements resilience against intentional physical threats. By using this tool, security managers of critical infrastructure entities can carry out an assessment of primary risks disrupting the critical infrastructure elements’ physical protection system. Based on the information obtained, they can then identify the weak points of the protection system as well as the infrastructure itself and start the process of strengthening the critical infrastructure elements resilience.
